如果用and来并列,那么后面就不应该用could.用了could意为:学生因而才能....,逻辑上有前因后果关系.

改变了原句的逻辑关系，而且两个东东并列用and连接，就可以不用逗号了，三个以上才用吧

选B的话从结构上that应该是convinced之后的that，这样的话逻辑意思就和前面一句并列起来了，改变了原句的意思。作者是convinced学校可以给学生提供这样的机会，而不是学生可以被提供这样的机会。

'so that' meas the fomer part of the sentence has something of a causality with the later part of the sentence. If you change the phase with 'and that' it will cause a flaw of ambigulity. SC is not just about grammar, but also a examination of how well you understand the content of the sentences.

Also, like the uper guys said, in the original sentence,  the author means to provide a progressive voice of saying so, whereas, using 'and that' which is a phrase for parallism is not right.
