所以此GWD中 plan to V是正確的（看字典也是）

C還有兩個錯。

可是我觉得intenting在这里做伴随壮语，逻辑主语应该是前一句的they,即politicians,所以用intending 应该没有问题

关于C项中，intending的修饰对象，也有问题：
intending可以看作v-ing放在句子末尾产生修饰对象的歧义
[1] 修饰steps，说steps intending---，steps做了intending 的逻辑主语/动作发出者，steps intending to protect fish，不合逻辑，因而就错啦
[2] 修饰politicians，也就是全句的大主语，说politicians intending to protect fish，合乎逻辑，对

C末尾的intending并无歧义...逻辑主语是前一主谓宾分句的主语they，但是逻辑含义上却存在问题：
可以理解为they proposed a series of smaller steps，同时they intend to protect fish, 没有表达出原句的steps是用来protect fish的含义
B中的 ....steps intended to protect 就表明了steps是用来保护鱼类的
