find out the yield ratio of the MBA program at your school. the normal yield ratio is about 50% for the non-top tier schools, and it is very likely some scholarship funds will be available because those who do not take up the offers at your school are with some scholarship.
However, it is unlikely to get a big scholarship given your background is not VERY strong.

you can google using key words like "University of Connecticut MBA yield", and you can see FT/USnews and other websites which contain some statistics of past years.
Of course this is the overall situation. How you will get a nice scholarship really depends on your overall application. Nothing is impossible, but in this round, 100% tuition waiver should be a small event in probability sense.

I guess, if you can show your passion about their program, and, given your background is strong enough, show them you do need the assistance to finance the study, you can make a good case. But not over-push.
