这题是句子对句子的比较,如果是没有谓语，比较根本不对等。

如果你认为是谓语省略了，但是这种情况下谓语省略容易造成歧义，those可以指代主语也可以指代宾语，（因为宾语比较是不需要补出动词的）

还有句子比较中后半句谓语省略的情况一般是形容词做比较的情况：as likely as  ;as fast as等等（也有例外）

而且E中把省略的谓语动词charge改为charging修饰those，这样的情况你就无法补全谓语了。

强行补出变为：those (charging...) charge...

我的理解。

1、D选项中省略了括号内相同的部分；

more than three times as many
            independent
        institutions of higher education charge
            tuition and fees of under $8,000 a
        year as (independent institutions of higher education) charge (tuition and fees of)

 over $16,000.

句子大意（不是翻译啊）是：

收费在8000以下的独立高等教育机构数目比收费在16000以上的机构多三倍。

2、E选项中as后面跟的those指代independent institutions，charging是现在分词作后置定语修饰institutions，但这与未划线部分as many后面的结构不平行，比较对象也不对等。
