偶也错掉这个题了，看一下如下解释有没有帮助，偶从but的词性上下手。

but可以作连词，也可作介词。

在这个句子里是用作连词的，not…, but…. 。但是C中的but可被看作介词（except的意思），产生歧义（即：enhance reproduction or survival, but by-products of..）。

加上are后，说明but后跟句子，一定是not …but…中的连词。

Paleontologist Stephen Jay Gould has argued that many biological traits are not the products of natural selection bur are simply random by-products of other evolutionary developments.

这个句子说不通,如果but连接句子,则第2个句子是没有主语的.

不管逻辑的对不对,我们把but换成and,语法功能一样.句子改写一下:... biological traits are the products of natural selection and are by-products of...  这个句子无论怎么样都说不通

今天再看这题，更倾向于闹闹的观点
如果没有are，则but的结构有两种可能：1）they enhance A or B, but C；2）biological traits are not A, but B
我想这应该就是所谓的“歧义”：在能表示一种结构/意思的情况下，还存在表达另外一种结构/意思的可能性
有了are，虽然偶们都不喜欢这个are，但是这个are使得1）情况成为了不可能，反而清楚的表达了2）的意思
