我觉得这题不是逻辑主语的问题和0G-11叶不完全一样， Based on 补完逻辑主语为：scientists were based on....被动语态错了！~~~

而意思是要表示，科学家基于。。。。。

是的，base只可用based被动而没有basing的这种主动用法，而考虑到本题逻辑主语的关系，故只能用on the basis of 了
