有谁能把整个句子翻译一下?

接楼上的回答顺藤摸瓜了。。。

本人的理解（前提是what代替problem），那么to what=the problem(which: thought 的宾语,省略)
        many observers thought was

 

句意的理解:XXX工业执行六天工作日，（此做法）不像是临时的对策，倒更像永久的调整以适应/解决（to）观察家们所认为的（thought was）由先进技术导致的过度生产力（the problem）
