为什么选b啊?真是奇怪过去时里的现在时!!?

这道题目上新东方时讲过：这里不是考时态一致，而是考一般现在时这个单一时态，政府决定和法令法规用一般现在时。

除此之外，客观规律和真理、科研成果与统计资料也都是用一般现在时。
