a higher number?

新东方语法教材上有道题：

Los Angeles has a higher number of family dwellings per capita than any large city.

C. a higher number of family dwellings per capita than does any other large city.

答案选C, 已经是最佳答案了，但还是不明白为什么这儿会用a higher number?记得有道题里还专门考的应该用larger而不是higher来修饰。。。请指教~~

Personally think larger is better than higher. Is any option the same with C except for "larger"?
