从意思上应该是lie 的过去时，lie in“存在于”的意思。
如果是现在时也应该是LAYS啊。

我也觉得这道题很怪，竟然靠到了LAY & LIE 的区别，刚开始还以为提出错了那。

proposal to do sth；proposal for 才是proposal的固定搭配。proposal of应该是错的。含义也不对。答案应该是A吧

         我查了一下，字典里有proposal to do sth和proposal for


         但是逻辑大全里有proposal of的用法：


     the wire manufacturer’s argument shows that the proposal of the mining company would have a negative effect on the mining company’s own business        


     It provides a basis for excluding as unacceptable one obvious alternative to the proposal of fining owners of burglar alarm systems for false alarms.


         因此，proposal of 这个用法应该是成立的，可能不是固定搭配


         关于意思上，我没觉得E有什么不对，存在于他的自然选择的建议，没什么不对啊

例子是不一样的，the proposal of the mining company 的of是所有格的关系，指的是谁提出来的，没有“关于”的意思。


lie    in    the    fact    that    也是惯用法，langman上也有。
