可是不是说in that 和　because 同时存在的时候 in that  要优于because 吗！

还有 if only 不是连词吗，而because 也是连词啊，那么两个连词怎么可以并用那？

在OG11中有一道语法题目注解上已经明确说了"in that"用法并无错误但已经过时.因此可以推断GMAC现在的喜好是:because > in that

也许以前是偏好"in that"但毕竟从OG的注解中得到的信息是偏好已经改变了

具体是OG11哪一题我不记得了,哪位NN记得吗?

我觉得这是一个 logical predication的问题，当然我这个解释是马后炮了：

原文的逻辑是"如果．．．，在两个州之间的区域新建一个大医院仍然可能是对资源的浪费"。would  contitute　暗示划线的部分应该表达好像解决了但是又没有真正解决对资源浪费的问题。
