1.为什么没有verb呢? 因为省略了。
if you have a parallel construction involving tensed verbs, and the tensed verb is EXACTLY THE SAME in both (or all, if there are more than 2) parts of the construction, then you may omit the verb in all but the first part.
for instance:
the rain was torrential and the wind fierce.
in this case, we're allowed to omit the second 'was', because it's identical to the 'was' in the first part.
same goes here: since the verb is exactly the same ("flourished") in both parts, you can omit it from the second part.

by the way, if you WERE going to include "did", preferred usage conventions actually place it BEFORE its subject: "...as did the civilizations in the nile delta..." one would never speak this way, but it's the best way to write these sorts of constructions in formal usage.
2. 为什么不用those呢?
因为those没有指代的名词。
the antecedent of those (those的先行词) is the "ancient civilizations," but these only show up in other answer choices. This problem exposes a trick that is commonly played on the GMAT whereby a pronoun, such as those, is used in some answer choices when it's antecedent is in the other answer choices. If you read through the answer choices quickly without checking those you may not notice the error.
再补充一个Ron说的语法点:
if you're going to use a "relative pronoun + modifier" construction, then the modifier MUST be DIRECTLY attached to the pronoun.
e.g.
the population of argentina is more than ten times that of uruguay.
--> CORRECT
note that the modifier "of uruguay" is attached directly to "that" (a relative pronoun that stands for "population").
the number of people in argentina is more than ten times as large as that is in uruguay.
--> INCORRECT
you aren't allowed to split up "that of uruguay".
note that this single consideration will actually eliminate all of (c), (d), (e).
