Personally, I think the logic meaning is the key in this case.

1. special electric pumps ---- one engineer, not as good as farmers
2. by installing ------- one engineer reports, it's illogic. probably, one engineer finds or suggests that... is better.

D is logic and no ambiguous.

一是不agricultural engineer不可能替那么多的FARMERS安装。从意思上还应该是FARMERS自己安装，这件事情的结果由agricultural engineer来报告。
二是意思上变成了：“通过为FARMERS安装。。。，工程师报告”
逻辑荒谬。
