Probably, the offer from Boston is wothy waiting. I will quote my friend's comments on the area of Virginia. Just for reference.

I am concerned about Virginia as a possible place to be. The reason this area has a low cost of living is because it is a deep south nearly all black university in a poverty ridden area of the U.S. Even though it may have a good accounting rating might not have the academic/life style, focus you are looking for in a graduate school.
