(3) 后面的that was once thought to be 是跳跃修饰consistency， 怎么理解这种跳跃修饰，什么时候可以，什么时候不可以？
（4）thought 后面只能是to be ?可以是 thought of as 么？

（1）个人猜测：predicted的前面已经有了THAT，再加一个显得有些累赘
（2）IT指代主句的主语，并无模糊。
(3) D错在出现了FRAGMENT

怎么来对比a, c选项哪个好呢？

With似乎有修饰funds的嫌疑。但还请牛牛指教！

1.冒号后面跟的成份应看它所有注释的是什么.例如在这里它要解释的是the ultimate goal, 因此可以是一个名词性的结构.
2.这里achieving ...是一个分词结构, 表达起来比名词结构要清楚, 简洁, 而且从上下文意思是倾向于表达一种持续的动作而不是一种静止的状态.
3.跳跃修饰只要不产生歧义是可以的. 一般来说前面是 a of  b的结构时, 后置定语修饰中心词a. 而且这里定语从句的谓语动词是单数, 因此很明显是修饰consistency.
4.我认为think of as 是可以的, 但是as 后而应跟名词, 正如refer to as 一样.

什么是fragment?
宾语从句不一定 要跟that?
这个it不也可以往前指代么？

fragment就是句子不完整。
predicted 后面的宾语从句不是完整的句子。

可以理解为：
predict ...to do something 么？
那不就完整了
