Just quote a correct sentence online:

According to your understanding, it has to be "thereby strengthern" or "thereby to strengthern" for "enable business to shift and to strengthern" while the fact is not.

Regarding the part in red, either "thereby strengthening..." or "and thereby strengthen..." is correct. The word "thereby" can be used in either way.
