我想通了，aim的用法
I aim the gun at a buck => the gun is aimed at a buck
The company aims policy at xxx => Policy is aimed by the company at xxx
所以是aimed而不是aiming
看了几个洋人的帖子，也说不出个所以然来，只说idiomatic
