新东方上海分校的语法老师杨维新对此题的解释是：只有用否定词NOT和NO的句子才叫否定句，它们才能用so....as结构，而NEVER、SELDOM、HARDLY等否定副词的句子不是否定句而是肯定句，故不能用so....as结构。

这种解释说得通吗？？？我倒是持怀疑态度。HLP！

ETS对D的解释: with the 1986 Tax Reform Act, taxpayers confronted more simulyaneous changes than ever before. OG98 correct answer D: more closely integrated than ever before...证明 ETS 认可 more than ever before 的用法。但是此题把ever 换成 never，是极端形容词放句首引起倒装，表达强烈语气的用法。而且never before在划线部分外，可以不用深究。我想也许ETS也不感把never before 作为考点,否则无法自圆其说。
