AA2 看了斑竹和5楼的讨论很受启发，想了两个新的点子：

1）The arguer fails to provide evidence to prove that manufacturing plants all over the country conform same set of standard or definition on environmental damage. It is equally possible that some plants identify certain type of product as environmental damage  whereas others do not.

2）no evidence to ensure plants managers will take serious measures to investigate environmental changes causes by the plants every year, rather than submit a false report.（这个有点牵强不过凑字数用的着）

In order to make it clear environmental impact of manufacturing process, plant may have to invest a large amount of money to set up and maintain monitoring equipments or systems, as well as human cost of operating them. And the total cost may far exceed the financial penalties imposed by government, even those penalties are stiff.
