23.   Constance Horner, chief of the United States government’s personnel agency, has recommended that the use of any dangerous or illegal drug in the five years prior to application for a job be grounds for not hiring an applicant.

B错，因为是'the use of drug' ，而不是‘drug'本身，成为grounds for not hiring.另外，recommend that 后面要用虚拟，不能用should.

C错，因为1):recommend that 后面要用虚拟，不能用should.2):ground to搭配不对，应该是ground for, 3)句末them没有指代对象。

D错，因为1）：’are'不对，要用动词原型，2）‘they’，逻辑上应该指代applicant，但语法上不对，没有指代对象。3）ground that后面不用虚拟

E错，因为1）：时间状语位置改变，修饰对象不清（可以理解为修饰前面的recommend,也可理解为修饰后面的use),2)them没有语法指代对象。
