3、第三点与11楼不同，decision可以用that做定语进行修饰，只是本题若用that修饰导致被动，而且表达没有简洁反而冗余复杂。同时，decision to raise borrowing rates, 说明了美联储决策的目的，而且也是主动表达，自然优于用that对decision做定语修饰。

B 的错误在于两个：错用虚拟语气；错用因果逻辑。相比之下，they 指代主句的主语我觉得是可行和清晰的。
