[求助]两个自己想出来的问题

1。如果一句句子的主语是one of the books 那后面的谓语是复数（跟books）还是单数（跟one）？

2。如果一句句子有两个选项，

一个是the fact that + the university is located at Shanghai，

还有一个选项直接是the university is located at Shanghai

我应该选哪一个呢？

这两个问题是我自己想出来的，可能描述的不大清楚。。。但是很迷惑我啊。。。

1. one of the books, the object is one, not books

2. choose the university is located at SH because the sentence is shorter
