如果画线部分改成 after exhausting its oil reserves 是错的! 原因是不是: after 后的逻辑主语是 Alaska, 但是 并不是 Alaska 用尽它的石油储备. 而应该是 "石油储备被耗尽以后".
好像很勉强, 有其它的原因吗?[/face]

是as interest rates have been rising的省略形式。这里的have也是助动词，所以是可以提前的。
