应该是把rising改为rise，rise本有名词义，不应使用动名词；如果把A改为 the rise of costs，是不是会比C更好呢

这个结构简化就是 the n1 of n2 of n3
那么，就会带个人歧义了，是否会被理解成 the n1 of (n2 of n3 ) 或 the (n1 of n2 ) of n3呢？
因此，这个选项就远没有The rising cost of 。。。精确了
