I think it refers to the first 17 business schools in the FT 2006 ranking.

I don't think FT ranking is that significant. It is a UK newspaper after all.

So called top tier schools are the traditional strong MBA schools (around 14-16) which are publicly recognized. This loose term is not built on any particular ranking system. US news top 10 schools ranking maybe the closest thing you can relate to.
