这是虚拟语气的一种（不用if 引导的条件从句）：

非真实条件句中的条件从句除用if引导外，还可用when,unless, lest,suppose, as if, for fear, in case, on condition 等词来引导。

这句话的意思是：如果文章报道中不提及这几个财务官员的名字，那么他们就会开口讲些事情。

on condition that+从句，是虚拟语气的一个语言点，死记住这个语言点就可以了。
