A:making it的修士对象有问题，a law 还是后边的 immigrants. 还有就是 making it ......that..感觉应该用make it .... for sb to do

B:making it ......that..感觉应该用make it .... for sb to do

C:简化一下句子,A law + 修饰，immigrants found that....   下滑线部分有问题，不过不知道是什么问题

我也觉得make it a crime ...that 不对

我的想法是应该根据MAKE 的用法，make sth sth，it是一个形式宾语，真正的宾语是THAT 从句，但是这里明显就是不能用THAT从句，但是我不知道为什么不能用THAT 从句，要用成for sb to do?
