and 要连接两个并列成分的吧，前面句子用的不定式，and 后面的动词也应该用不定式的，不能用分词

这里要用or，表两种可选择的情况，不是说很少人既减少开车，又在买车的时候考虑节油性能。用and就表示两种事情同时做。
