这个问题我也困惑了好久，而且也专门发帖问过，但是没人讨论。

我在GMATprep里也发现一道省略that并且正确的答案。但现在记不起是哪道了

prep里的那句是say省略的，say可以省略宾语从句的that。。今天看到这句去查了LDoce，惊奇的发现真的announce也是可以省略that的：

1- to officially tell people about something, especially about a plan or a decision：

announce that
-A government spokesman announced that the hostages had been released.
-At the end of their meeting, it was announced that an agreement had been reached.

2- to say something, especially something that other people will not like, in a loud and confident way

announce (that)
He stood up and announced that he was ready to go.

结合此题，销售不好导致1/4的店关门是大家不愿看到的，所以可以省略that。。
