关键是这里面就是有大把大把的无知者无谓的申请者,而且还普遍比较穷.

so there is no such thing of "waitlist the best".

Well, I can't agree more.  Life is like gambling.  Why don't we have a try on the best? 

My own story. I studied a master in UK before.  Universities like Duhram and Nottingham rejected me for some reason.  London School of Economics, only after OX and Cam in UK, got me in.  So, try the better.  I didn't realize how prestigious LSE is in USA until I had MBA interviews.  All the interviewers picked up LSE when interviewing me.  They almost said the same thing to me LSE is really a great school.

So, I would still encourage others to try on the best...  Sometimes, you fail but loses nothing (waste of money? no, it's nothing....), sometimes, you win.  Winning once in life is enough..... So keeping trying the best.

Well, maybe I'm more like a gambler.  Many of my friends say I'm like a gambler and very adventrous.
