那也就是说其他学校，虽然说可以给在国外拿过文凭的学生免托福考试，但是其实还是偏爱有托福成绩的申请人，对吧？

I don't think TOEFL is really an issue. A high TOEFL may give you a slight but very marginal advantage. It is just the policy of the US schools for international students. Some acknowledge your degree in English speaking instituions while some not.

I agree with you. Professors don't care how much you got in the TOEFL exam. Whether you have the ability to do research is the most important issue.
