感觉可以。OG中有THAT跳过介词短语修饰名词的例子，而且THAT修饰devastation and enslavement也可以。就看句意了，一陀陌生名词。。。。。。

同意楼上，不可数名词不是特指没必要用the吧。并且原句that是修饰progress，并没什么问题，那就没理由改变。不然就改变原意了吧……

并且仔细体会一下，屠杀NA的应该是progress这个具体的东西，而不是那两个抽象名词

首先感谢kathy8446的回答,关于"不可数名词不是特指没必要用the吧"有没有什么依据?从一般逻辑上来讲,应该是devastation and enslavement  来 decimated 的把

The answer should be E.

Here, "that" 跳跃修饰 "devastation  and enslavement." The logical meaning in the context decides that "progress" cannot decimate people, it is  "devastation  and enslavement."

By the way, "that" 跳跃修饰 is allowed as long as the referent is clear enough.
