In D, the phrase beginning regardless ... is awkward and wordy in addition to being illogical.

my understanding is

"of both public and private employers" - please note that there is an "OF" here, so "both public and private employers" is not the object of "require".  therefore C,D,E are all out.

as zxz1818 said, the "should" in B should be taken out.  plus, the "jobs" and "a job" dont go parellel.

"require that sth be done" is what is being tested.
