There's no scholarship or any kind of financial aid at the beginning of this program, so far as I know. But you do have chance, though not big, to get an TA job in sequent semesters. A good oral English and Math background (good enough to teach well) is vital in getting a TA offer later.

May I ask you for more details about the TA job?

1. Does it combine tution waiver and stipends? if it does, generally speaking, when are you eligiable for such kind of assitantship?

2. How is the job marketing?

Usually, if you try your best, you will have a big chance to get TA position for at least 1 semester.

However you probably won't have any financial aid in the first semester.

The job market is good, few other majors can have better entry-level salary and future promise than actuarial science.

However I can't benefit from it since I choose to apply for fin phd instead
