我认为A 在这里边是最好的：

B 中的时态用现在完成时本身就是错误的。因为首先1904年都是上个世纪的时间了，怎么能够用完成时？另外，时间修饰成分between 1876 and 1904 放的地方也时有问题，它更近于修饰three separate sewer systems 而不是 construction.给人的理解是 contruction 了 在1876和1904之间的three sewer systems.  错。

A 中时态正确，costruction 是between 1876 and 1904 之间，costruction 的目的用 动词不定式来表示，非常正确。

我的理解是：Between 1876 and 1904是修饰construction的，应该尽量接近所修饰的名词。

 

我也初选了B，理由是把between 1876 and 1904当成一段时间所以用了现在完成时。我觉得如果这里用的是construct，没有led什么事儿，那么就应该是现在完成时了。不知道理解的准确不？
