句中 their hourly rate , rate 也是用的单数，rate－－小时工资，似乎是一个范围，不是具体的工资数，和wage不同。

为什么不能用d?

    我觉得D选项gradual修饰的是notion，而原句中gradually表示instilling这个动作（或者说进程）是“逐步地”。所以D选项改变了原句意思而且逻辑上也不通。

    P.S.  C选项中的To speak…is to instill，是平行结构的需要吗？

17的that为什么不用those？之后的施动者是factories，应该是复数才对？

That refers to hourly rate -- their hourly rate of...was better than hourly rate offered by many nearby factories

另外单数Rate和复数rates感觉应该不能合理比较

另外这里应该是把其他工厂的hourly rate作为一个整体和A工厂工人的hourly rate比较

我的拙见：

wage也分daily/weekly wage等，这里是一个基本合理的替换。AB主要错在many是修饰wages的，原意不是说和许多wage比较，而是Allenby plant和许多其他工厂开出的wage比较。如果说wage不能用也有一定道理，感觉rate似乎更偏向于工资率的概念，wage可能通常指个人吧。

无论是wage还是rate，后面必须用单数。可以试想，如果要用复数，那么前面的rate是不是也该用复数呢，是所有worker的rate，而且还从4.11到4.75不等，但是未划线部分帮我们完成了这个困难的选择，就随它吧。
