OG11-29再问代词指代,代词到底能不能指代介词短语里面的名词?

答案解释说it有指代不清的问题,可以指代decrease,也可以指代unemployment,但 unemployment不是介词里面的名词么?OG也有很多题说代词不能指代介词短语里面的名词,那么这不是矛盾么?
