make和appear并列
主语都是指smoke，比较合逻辑

C的话就是和这两个平行,不通的阿,只能是D或者E

D的话就是和appear平行,前面省略(would)

要是E的话就是没有平行了

我感觉是D。。。

从逻辑上看是这个烟使已经受惊吓的乘客以为汽车着火了。。。

E的逻辑上有问题，C找不到与made的平行项，所以无法判定使用made的理由，AB就错得更远了
