"It" can not refer to the same earthquake in the eastern United States.

我感觉是不是A有歧义啊，一个特定强度的地震在东部破坏比在西部大。A可能理解为一个地震从东震到西（罕见），然后对破坏力进行比较，比较荒唐。

而C表达的是，一个发生在东部的地震的破坏力与另一个相同强度地震发生在西部的破坏力比较。表达更精确。
