20题，后面应该是用do来代替command吧，不应该用are, 感觉上讲，用such  as比用so  好，可以查查相关用法。

so是接形容词的，这里的extraordinary fees是名词，应该用such。
do 是代替command,如果想你说用b,补充出来省略的部分就是as they are able to command...恨罗嗦。

那么为什么不能理解为so修饰的是extraordinary呢？
那是不是说be able to do sth 结构在比较句中都用do代替呢？

如果so修饰extraordinary,那就应该是the fees are so extraordinary...extraordinary fees连在一起中心词肯定是fees啊。。
呵呵。
至于那个be able to ..command,我觉得这个句子你可以背下来，因为很容易理解，但是解释不出来。呵呵。
