我做这道题的时候很快排除了A,C,D。 然后排除了B, 因为我觉得delay应该用复数。但是看解释上说B不对是因为 “55 percent more delays” 不clear, 请问这个说法那里不清楚呀？

intented meaning 是 surgent clogged control system 从而prompted fears . 所以这里句意的平行是clogged systeme 和 prompted fears 平行 所以B是错的，因为B导致了句意上的改变

至于comma leaning to 55 percent...这个 comma ving 是用来说明 clogged control system 所导致的结果的
