两道语法请教？

估计是89年8月的，是新东方语法第二部分的第3套：
15。Anthropology is a science _____anthropologists use a regorous set of methods and techniques to document observation that can be checked by others.
A. in that;  C.that
我选C。但答案给出的却是A。尽管A可以作为连词引导句子，等同于because，但是这里并没有因果关系啊？

第6套：
39。Salt Lake City,  Utah's (capital) and (largest) city, is (industrial) and banking (center).
答案给出C, 加了个 an 。这能理解。但B也不对呀？形容词的最高级做前置定语是要加the的呀？会不会是印错了？还是有别的什么语法点？
