答案是D ,但是我觉得D 和C 好像没有太大的区别啊?  C 有什么语法错误嘛?

形式主语it +adv + v + that+真正的主语，这里的真正的主语使用了形式主语来表达，但是缩减起来就是这么个结构：

it is fault of educators后面的一堆统统是修饰eduactors，但是只有形式主语，没有了真正的主语。

最简化的说法就是：it can hardly be said that it is fault。it指代什么呀？it的真正的主语是什么呢？

it can hardly be said that 【it is fault of educators】：还原一下顺序【it is fault of educators】 can be hardly said。根本不通。

D It can hardly be said that educators are at fault for not anticipating the impact of microcomputer technology

主语清晰了 educators are at fault can be hardly said
