我也觉得C读起来感觉好，但答案怎么就是E呢，难道又错了？

因该e，从句子的逻辑含义看，后面的从句表达条件而不是原因：只要设施的重建都应该被避免，在两洲间建新的医院就是资源浪费

从diction的角度看，the question 51 of the 11th version of OG has given the explaination:

E错在if only已经是连词了，连词要连接独立句子，不能连接because引导的从句！！！

我已经下过论断，OG11是垃圾。你看它的51题的解释，像一个普通美国中学老师的判断，把错的原因不给出，自然而然地认为太formal，显然不是一个严谨的ETS出卷人的思维。OG11出得太仓促，OG10才是重中之重！
