答案应该是A。
B错，因为who引导的定语从句在这里只能修饰other graduates，但事实上，这部分内容是两者(minority graduates and other graduates)共同的属性。A中用in引导的介词短语作状语。

我觉得A/B的后半部分（无论是状语结构还是从句）都是起到修饰作用而非主句的成分，那么主句就只有A are nearly four times more likely than are B，这本身就是一个意思不完整的句子，而C中的A are nearly four times as likely as B to do结构也算完整，符合likely to do结构，从句义上讲与A are nearly four times more likely than are B应该没有什么差异；而且plan on doing结构也是常用结构，所以我认为C更合适。

My opinion,the sentence want to express:
minority graduates are nearly four times more likely than other graduates are likely
in planning to practice .  the comparation is about the extent of likely of the two.so A is perfect.
