不过,也同意MM的说法;发觉现在做SC,最主要是意思;没有歧义的情况下,遵从简洁原则

发觉复杂的平行结构考得很多,都是要在理解意思的基础上，找很多个动作间;到底哪个与哪个平行...

2.   "announced"  in this sentence means "stated" ( to say something, especially something that other people will not like, in a loud and confident way),  so leaving out "that" is acceptable.  in other words " announce/state (that)  is acceptable.

Thus, C is the best.
