我觉得：it不能省

以保证比较结构得对称性

因为比较得是a greater proportion  in the presidential campaign of 1992和proportion  any previous election

去掉it，变成a greater proportion  和in any previous election这样一个状语相比，不对称

因为逗号前句子已经全了，主语costs，谓语accounted for，宾语more than half the spending。。。，+同位语
