为什么第二题选D?这里时态需要不一致,考试的时候怎么判断得出来?

顶一下,顺便贴题目.

2. A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to dump
(B) reduced the phosphate amount that municipalities had been dumping
(C) reduces the phosphate amount municipalities have been allowed to dump
(D) reduced the amount of phosphates that municipalities are allowed to dump
(E) reduces the amount of phosphates allowed for dumping by municipalities

答案D。我选A。不明白为什么这道题的时态需要不一致,考试的时候如何判断得出来?

I think "Understanding the meaning of the sentence" is important. The agreement
is validate since 1972 until now. It controls the amount of ... which can be dumped currently.

So current tense is better.

sounds convincing, but no evidence is provided in support of your assumption that the 1972 agreement is still in use today, i mean, i can understand its current presence but it's not thoroughly explicit.

A is better than D

D - sounds as if, the act of dumping could have been started right after the agreement in 1972, and wasnt happening before.

Choice A conveys the better picture of the change in the amount of phosphates before and after the agreement. Also reduced is in past, while had been implies it was happening earlier and happended after 1972 as well.

我觉的是选A

D用现在时和前面的reduced不一致,且1972是典型的一般现在时标志,所以一定时用-ed,这样的话,that后面的动词,根据逻辑意思,应该时表完成,东西已经投入湖中了。用现在时感觉说不通

Same here.

A says: 1972 agreement 减少了 以前的允许dump量.

if D, 那如果 municipalities changed 允许dump量 in 2000.          D 还成立吗?

thus, i vote A.

"An agreement that occurred in 1972 is correctly described with the past tens verb reduced.Since the dumping continues into
the present
, the past perfect verb had been allowed should instead be the present are allowed."

The explanation from OG did not say that the agreement is still in use, but said that the dumping is still continuous. NO
EVIDENCE provided. Take it as common sense.
