1, I think c is wrong because "part of a deal" implies the first part of the sentence is "the deal", not the event (company announcing the deal).  E is better because it narrows the focus down to the announcement.  Try shortening the sentence to "The company has announced a purchase as part of a deal that will do something." and compare it to "The company has announced a purchase, part of a deal that will do something".  Then it's clear, at least to me, that the second sentence is awkward.

2. You can try reversing the order and see if it still makes sense.  For example: "Joan attended events, as the chair of the board" sounds good, but "Joan attended events, the former chair of the board" sounds disconnected.
