我的看法是
答案c更好地体现了平行的原则in presenting与by dropping, lansing implied 与the wilson administration seemed相对应。
答案d 改变了原意，至少是改变了句子重心。

不太同意，in presenting 和 by dropping 不是平行，一个是阐述的人，一个是阐述的两个事的其中之一
这道题做得一点感觉也没有...

这道题目选 C 没有任何问题。
首先，C 很好的体现了平行的原则，以“：”为界，however 表示转折，in presenting..., 主语1...；by dropping..., 主语2...
其次，如果选 D，这里的时间状语表述很别扭。“Wilson 放弃了计划，当它转向英国观点时”。 窃以为，英语的表述通常是重心（主句）在后的，因此“when 从句，主句”的表达要优于“主句+when 从句”的表达
所以这里 D 无论如何也不是优选答案。

我觉得句子结构是：In presenting ..., Lansing implied that 。。。。
然后在that从句中表达对比的意思：the American government accepted the German view : however, by dropping the proposal, the Wilson administration seemed to be reverting to the British view on this question.
同时结构平行：the American government/the Wilson administration ，accepted/seemed to be reverting，the German view/the British view
by dropping 。。。方式状语，主语是the Wilson administration
这题我第一次也做错了，一分析之后觉得句子结构很完美。
